City of Newport - Glen Road Improvements

 


The City of Newport has been awarded TEA 21 High Priority Project Funds to reconstruct Local Collector Street Glen Road to State Aid Standards.  The roadway presently has a rural section with a pavement width of 24-26 feet, and will provide a direct interconnection to the New Glen Road Interchange to be constructed on TH-61.

BDM Consulting Engineers and Surveyors, PLC is providing the design services and identifying property acquisition that will be required.  The Trail System to be constructed on the north side of the roadway is funded in part by a TEA 21 Enhancement Grant. 

BDM Consulting Engineers and Surveyors, PLC took on several challenges with this project.

      *  This roadway is a Land Surveyor’s nightmare. The eastern half of the project lies in an area defined by metes-and-  boubounds descriptions. 

      *  The existing roadway does not follow the centerline as identified by the properties’ metes-and-bounds description.

      *  There is a mix of defined right-of-way and prescriptive rights. 

      *  BDM has prepared a new Right-of-Way Plat for the roadway, which will solve most of the City’s right-of-way problems an  and help  define titles for the adjacent property owners.

Funding of the local cost participation on the TH 61/I-494 projects is being accomplished in part using a 1.75% interest PFA Loan.

Brainerd Public Utilities Commission WWTP Upgrade


 

BDM is a joint venture partner with Barr Engineering to complete the engineering and permitting to upgrade the Brainerd Wastewater Treatment Plant. The Cities of Brainerd and Baxter treat their wastewater at a wastewater treatment plant (WWTP) owned and operated by the Brainerd Public Utilities Commission.  The two Cities are experiencing growth rates of 3% to 5% per year, and the existing WWTP facilities have reached their hydraulic treatment capacity limit.

 

The WWTP discharge flows into the Mississippi River, which has been classified as an Outstanding Resource Value Water (ORVW) by the Minnesota Pollution Control Agency.

 

                                                                                                   ORVW  status  requires  that  new  WWTP  discharges not exceed

                                                                                                   existing  effluent  mass  loadings. The  more  the Cities’ populations

                                                                                                   grow,  the  higher the level of treatment required at the new WWTP. 

 

                                                                                                   The  Cities  also  have to meet stringent and costly discharge limits limits                                                                                           for  removing  phosphorus  and  mercury  reduction. 

 

                                                                                                   BDM  previously  completed  the  upgrade  of  the Elk River WWTP, WWTP,                                                                                      which was the first application of ORVW requirements in Minnesota.

 

 

BDM Consulting Engineers and Surveyors, PLC and Barr Engineering:

 

             *   Developed an innovative proposal to expand the WWTP  

                    facilities in 2 phases, in 2007 and 2016.

 

             *   This   approach   matches   the  expenditure   of  capital  fu

                    funds  with the  growth  of  the  communities.  If  growth 

                    is  more  rapid  than  predicted,  the  2016  construction

                    can  be  accelerated;  if  growth  is  less than  predicted,   

                    the  second  upgrade  can  be postponed until additional

                    capacity is needed.                                                                                          

  

The BDM/Barr project team is presently designing the 2007 improvements and completing permit application and environmental review for the new $26 million WWTP. Construction is anticipated  Spring 2007 through 2008.

City of St. Paul Park - St. Paul Park Road Construction


BDM provided construction management for the stretch of St. Paul Park Road connecting with the Marathon/Ashland refinery and 3rd Street to CSAH 74 at the Saint Paul Park Interchange with TH 61. 

                                                                                                       The project contains a curved girder bridge, which spans  the CP the                                                                                                  railroad  track  at  5th Avenue and 5th Street.  The new bridge will will                                                                                                  eliminate  the  potential  for  traffic  conflicts, with  over 60  freight freight                                                                                             trains each day.

                                                                                                       Various levels of State  and  Federal agencies involved in funding funding                                                                                           or jurisdiction over the area complicated the project.

                                                                                                       The  State  Homeland  Security Office was involved because  the the                                                                                                  project impinges on the refinery, which produces 15 - 20%  of the the                                                                                                  State’s  gasoline  supply.  Eight hundred  (800) petroleum tankers tankers                                                                                           load  at  the  tank  dock  each  day, and maintaining access to the  tank                                                                                                Interstate TH-61 was an extremely important concern. and                                                                                                                                                                                                               The St. Paul Park Road project crosses a significant difference in elevation, from 746 feet at the Newport connection, to 782 feet at the railroad crossing, and matching CSAH 74 at 780 feet.  Much of the grade change was constructed from 221,000 cubic yards of compacted select fill imported from the State’s I-494 reconstruction project.

                   feet of St. Paul Park Road.

 

             *  Provided three full-time BDM site representatives

                   for Field Inspection services

 

             *  Successfully managed an extremely high level of

                   coordination between the City, County, and State

                   agencies monitoring the project.

City of Lonsdale - Wastewater Treatment Plant Upgrade


 

The  City  of  Lonsdale is a growing community located 30 miles southwest of the Twin

Cities  metropolitan  area.  During  their  on-going  housing  boom, the  City  received a

large number of sewer extension requests from 5 developers.

 

Due  to  some  operational   problems  and  capacity  concerns  with  the  wastewater

treatment  lagoons  (WWTP),   the  MPCA  would  not  approve  the  sewer  extension

permits until these issues were resolved.

 

                                                                         BDM   was   selected   by  the  City  Council  to  undertake  a  series  of  studies  and and                                                                   improvement efforts for its WWTP.

 

                                                                        Our staff immediately  conducted  a  preliminary  study  and  provided  solutions  to the                                                                    the operational problems that addressed MPCA concerns.

 

                                                                        Within 3 months, the MPCA lifted the restrictions on Lonsdale’s sewer extension extension                                                          permits and allowed development projects to proceed.

 

BDM Consulting Engineers and Surveyors, PLC:

 

        *  Completed  the  facility  plan,  applied  for necessary environmental permit

              applications, and designed WWTP upgrades.

 

             *   Provided construction services including on-site inspection,  construction                                                                    a                       administration  and  completion of the operation and maintenance manual.

             *   Helped  the  City  keep  the  budget  to  less  than  0.1%  expansion during                                                           during          construction through change orders.

             *  Increased the City’s wastewater treatment capacity to over 8000 residents

                   residents  and  reduced  the  footprint  80% by  converting  from  a  natural

                   pond system to a fully mechanical treatment plant. 

 

             *  The City was able to free up more than 20 acres of land reclaimed from old ponds, and redeveloped and sold the land

                   to businesses in Lonsdale's 5 lot industrial park.

 

Construction of the $5.8 million Wastewater Treatment Plant is complete. The new plant is now in operation and successfully meets all permit conditions, including stringent limits for nutrients such as ammonia and phosphorus.

City of Woodbury - Tamarack Bridge and Roadway Approaches


The City of Woodbury decided that it needed another interchange on I-494 to reduce congestion on the existing Valley Creek interchange.

This project included lane-widening and reconstruction of the ramp from northbound I-494 to east bound I-94, construction of the Tamarack Road bridge and signal system, and approach road improvements on Weir Drive and Bielenberg Drive on the east and west sides of the interchange.

 

The project was completed in cooperation with the Minnesota Department of Transportation, and the project design was completed with the review of the Mn/DOT Central Office and the Office of State Aid Bridge Design.  

 

 BDM Consulting Engineers and Surveyors, PLC:

 

 *   Provided construction surveying  and  staking  services

        for this project.

 

 *   Established  all  control  points  for  the  construction of

        the roadways and bridge spans.

 

 *   The project also included importation of  large  volumes

        of  select  fill  to  elevate  the  approach  roadways  and

        backfill  the  bridge  piers.    Staking  the  work  involved

        days when three sets of grade stakes were required  to

        keep up with the filling operations.

 

 *   The project was finished before the contract completion

        date and within the project budget.

 

Total construction cost of the Tamarack Road interstate interchange and approach roadways was $11 million.

The Home Depot Corporation - Commercial Development


BDM developed the design and construction documents for construction of the Home Depot at the Northtown Mall retail site in Blaine.

    From the project start in Fall  2005, BDM  has  been  completely  involved  in  every  stage of the project, from plan preparation down to the final construction inspection.

 

                The  commercial  site  sits  on  approximately  12 acres  with  110,000 square  feet 

                of retail space, including a main store, garden center and parking lot.

 

                                                                            This    project    included    the    challenge    of    coordinating    with    the   Federal Emergency                                                         Emergency  Management  Agency   ( FEMA )  to   revise   the  flood  mapping  over the                                                                       the  site. In  addition,  BDM  provided  coordination  between  Home Depot and  the                                                                              Glimcher Development Corporation, owner of the Mall Site.

 

 

BDM Consulting Engineers and Surveyors, PLC:

 

  *  Was  responsible  for Plan Submittals to the City of Blaine,

        Anoka County, and the Six Cities Watershed Management

        Organization (SCWMO).

 

  *  Completed   the   plan  preparation  and  final  civil  design

        for  the  project. The civil design included the grading plan,

        storm sewer,  sanitary sewer, watermain and landscaping

        plans for the site.

 

  *  Coordinated   with   FEMA   to   obtain  a   Letter   of   Map

        Revision (LOMR) to  resolve  the  issue  of  the  building’s

        foundation encroaching into the 100-year floodplain.

 

  *  Coordinated  between  the  tenant  (Home Depot)  and the

        developer   (  Glimcher    Development    Corporation    for

        Northtown Mall).

 

        *   BDM also performed all the surveying, construction administration and inspection for this project.

 

This $4 million project will be completed in Spring of 2007.
